Passwords containing %

If a user password contains a percent character, that password can be used to log into webmail, but does not work for IMAP or POP3 access. I can log in as the administrator and verify that the password is what the user expects it to be.

This is not a know issue and I have tested it again the latest version of 11 and 12 with no issues.  Have you taken a look at the POP logs to see if you have any errors there?  Also  what version and build number of SmarterMail are you running?
