IDS Rules not processing

I set up three internal-spammer notifications, each with same parameters but to different e-mail addresses.  Only the last rule processes.  The other two are ignored.  It appears you cannot have duplicate IDS rules going to different e-mail addresses.  It also appears you can't add more than one e-mail address to a rule.
 
How then, can I notify myself and several others if we have an internal spammer?

IDS rules with a Notify Email should allow you to set multiple emails.
