SmarterMail 16 The server is not responding or cannot be reached

After uninstalling version 15 and installing version 16, I get this this message when trying to log into the web interface. I have run the IIS configuration tool, all services and websites are running, but the mail server is not responding. Any ideas as to what might be the issue?
Windows 2012r2
SmarterMail 16.3.6670

Have you checked to see if the system is still assigned to the IP address for the server? I believe a year ago we had to do that when we upgraded to 16.

Thanks for the suggestion, John. As far as I know, the IP should still be assigned. I tried uninstalling and then reinstalling to no avail. I ended up having to revert back to my 15.7 install to get the system to respond again.
