Outlook for Mac not getting any email, stuck on determining changes

Using the latest 16.x.6663. I haven't used Apple Mail in a while so I started it and let it sync up. Realizing it's still not working well I went back to Outlook for Mac. It's not syncing any email, I tried restarting the service and even rebooting. I login via web mail and see the inbox has new mail. Outlook just says determining changes. Seems like EWS is dead. My iPhone is seeing the email via EAS. 
 
Any suggestions?

Have seen similar and found to be corrupt mail profile.

1.I deleted the profile in outlook, using outlook profile manager.

2. Log into web interface as the user, and go to settings > Synchronized Devices, delete the EWS listing.

3. Create new profile in outlook, This will force outlook to reset and re-sync.
