Sharing Resources does not work in Version 16.* Enterprise?

Updated Calendars on both parent user and sibling yet neither Calendar is available to the other.
 
Why?
 
There is not even a Shared Resource item under the users settings?

Required: Use the Mapping feature in the bottom left corner of the Map page to allow it to function on the users page.
