Is it possible to restrict Domain Admins from changing Mailbox Size?

Anyone know if it's possible to adjust what rights a Domain Admin has? Specifically, would like to prevent them from being able to change a user's mailbox size.

No, but you can set a DOMAIN quota so the sum of all maiboxes cannot exceed it.

If you don't want any Domain Admins to change the mailbox size you can simply hide the mailbox size field on the user settings page (UserSett­ings.as­cx). Then use the API to make size changes.

I'm assuming I have to manually edit this file (UserSettings.ascx)?
Does that make it so the master Admin cannot adjust it too? Ideally I'd want to make it so only I can edit it, not any Domain Admins (since they pay based on storage)
