Mail Forward Broken - SM V16

We just completed an upgrade of our main server. When customers try to forward or reply to e-mails the contents of the previous message are not included in the new message. .. How do we fix this now?? This is broken behavior.

This seems to be occurring primarily when messages come from another domain and the message is trying to be replied to or forwarded.
