smartermail 16.3.6 upgrade issue

I have upgrade problem smartermail 15.5 to 16.3.6 ,  the localhost connection refused error for http://localhost:9998/.
I followed below mentioned url for upgrade

Mail server installed properly but webserver not connected my IIS 8,
 
FYI- local firewall stopped 
 
Is there anything I have to change the proposed upgrade

Changes in IIS from SmarterMail 15 to 16 shouldn't be required. Have you tried removing the bindings within IIS and configuring a new binding for port 9998 that listens on all IP addresses ?

Seems to be smartermail 16.3.6 fetching wrong hostname ie the installation fetch first binding from IIS instead of original hostname . Also noticed in 15.5 version the below mentioned three setup work fine with windows firewall enabled state
http://localhost:9998/
http://127.0.0.1:9998/
http://10.0.21.32:9998/

Seems to be something blocking IIS for smartermail 16.3.6 either antivirus or some installation rule

How to change hostname in the file ? I suspect hostname is the issue
