Events = Knowledge Base, not firing ?

I set up an event, for Knowledge base modified.

No other parameters (as far time or users or et al..)

Under Action I have:

Call Web Page.

I have tried Max Frequency at none, 1 minute and 15 minutes.

In webpageurl, i have an external web link to XXXXXX.com/results?txt=#kbarticleid#

But the event never fires (or never links out to the external site).

What am I doing wrong?
