Moving SmarterMail 15.x Domain to SmarterMail 16.x on a Different computer

I installed SmarterMail 16.x on a new server.  I want to move the domain from 15.x.  I turned both services off.  I moved the entire domain directory.  I then started the server back up.  When I login as Admin on the new server, I can see the domain.  I choose "Manage" the domain and impersonate a administrator.  From there it tells me there are 85 accounts but I can't see any of them.  When I try to login as one of the domain users, it says "Username or Password is incorrect".
 
Does anyone have any idea what might be happening?  I need to get the servers moved and it's just not working correctly.

Are these the steps you followed when migrating the server?
Migrate SmarterMail to a Different Server: 
 
You'll need to copy over both the Domains and Service folders:
C:\SmarterMail\Domains
C:\Program Files (x86)\SmarterTools\SmarterMail\Service. (Note that mailConfig.xml and domainList.xml are the only files absolutely required from this folder.)

I followed the article but number 8 got me. I switched the dns and called it a different name. When I logged in, I put the new host name but didn't restart the service. It looks like it's working now. Thank You!
