Logging Content Filter rules

Logged in as a user, selected one email and in the action options selected Blocked the User, which correctly created a rule in the Content Filter.
But in which log, can I check when was created? The Administrative don't show any entry on creation or deleting the rule.
Another request is ST needs to come up with an area to manage the user Content Filter Rules, for the domain admin at least.
