Filters Don't Work.

When viewing "Referring Links" and "Referring Sites" I am trying to use filters but the reports don't seem to recognize any filter is applied. Has anyone else noticed this?
Filters do work for "Top Pages" but not for "Paths".
I am using Version 11.2.6130
