Blank email with attachment when forwarded removes attachment

I am using the latest version of SM 16. One of my clients is reporting that emails with attachments received from one of their contacts is received properly. attachments can be opened, saved etc.
When he tries to forward to another user within the domain and even to himself the email is sent and received but no attachment is received and neither is any warning generated...
