Importing Raw Emails doesn't Work

Not A Problem
I tried using this exact approach...
I copied the folders in, made sure there is (or was) no GRP files present.  Stopped / started said services... and the web mail completely ignores them.   Has anyone else tried this conversion??  Am assuming raw emails are raw emails..

Yes, I guess I need assistance....
a.) Existing Domain
b.) existing user
c.) The existing user, has other folders that they are using... this would be a new folder....
To be clear there are other folders in the structure.... but those don't have *.emls.
Are those, too, to have the mailbox.cfg removed??
Here is the structure.

I doctored up the email.... (55083.eml))     it would be similar to this:
