Avg. Time antispam

The Antispam settings shows a column named "Avg. Time". When there is no time displayed even though the entry is enabled, does this mean that particular entry has not been used for anti-spam checking?
 
In short; does it make sense to enable an entry that shows no "Avg. Time" value when enabled?
