Is there a way to change the behavior of links in webmail to create new message in webmail instead of opening up Outlook or other mail programs?

 

When you get an email in webmail that has a mailto: link and you try to use it, the link tries to open a mail client instead of using the webmail create new mail feature.  Not sure if it is possible, but we have several users that exclusively use webmail for all their mail and do not want to open any other software.
