Greylisting not applied when set to "only specified countires/ips"

We have greylisting turned on to only apply to specific countries and IP's as we're testing out its implementation a bit further. However, we're continuing to receive email that is not greylisted from the counties codes we have configured. Is anyone else using greylisting to only apply to specific country codes and/or IP addresses?

Has anyone else seen this before? I can confirm that email coming from IP's in a given country are not being greylisted at all.
