Anyone using SPAMCANNIBAL for filtering ?

i am seeing avg time as high as 17000 ms, have checked the settings and it is bl.spamcannibal.org - 127.0.0.2 and its same as mentioned on their website, also i have just upgraded to 15.x but not sure wether this was earlier or post upgrade.
