Outgoing Blocked Due to Spam

When someone is flagged for outgoing Spam from your admin settings, how do you ID they were blocked and how do you release them early?

Hi Ruth,  If a message is blocked during outbound delivery, it should be located in a quarantine folder in Manage >> Spool >> Spam Quarantine.  If the message is legitimate, you can click Actions >> Resend.

It wont even let the user send. When in web interface, red bar comes up saying they were flagged and wont let send. I assume this is because they hit a throttle level. The question is how do we as admins release this manually, is it possible?
