Extension blocking exclusion

I have setup blocking emails based on extensions and it is working great. I know there is an idea thread out there already asking to make this server wide instead of by domain. That being said I am looking for more answers related to it.
 
1. How do I block outgoing emails using the same content filtering rule?
2. We use a journal account to capture all incoming and outgoing emails for archiving purposes (not using SmarterMail's builtin archiving option). When an outgoing email is sent with one of these blocked extensions the user receives a bounced message indicating that the email to the journal account was rejected due to the rule. Can I add some kind of exclusion on the rule to exclude one email address from it?

Hello Mandeep.  You can block outbound delivery to a specified domain by going to Security >> Advanced Settings >> SMTP Blocking.  Select Email address for the type, Outbound, and then you can specify the domain (ex: gmail.com).
Even though it says email address, you can enter a domain here.  Users sending to this blocked domain will receive a bounce back indicating delivery to this domain is not allowed.  I hope this helps.

That is not what I am looking for. I want to stop my users from sending out emails with dubious attachments in them, for example .exe, .bat, .zip etc. Incoming emails are blocked using the content filtering rule but it doesn't apply to outgoing.
 
And can I exclude one internal email from applying the content filtering rule, essentially bypassing the content filtering rule?

Hi Mandeep. Unfortunately, that is not current functionality at this time.
