Smartermail takes a long time to startup after restarting the services

Smartermail always takes a long time to startup after we restart the Smartermail service. While it takes around 5-10 minutes on all server, in one of the servers it is taking more than 30 minutes. This is really weird. All I see in the event logs is
 
 Exception type: SocketException 
    Exception message: No connection could be made because the target machine actively refused it 127.0.0.1:17001
 
Please help me understand and resolve this issue.

It used to be MUCH faster.
