Tickets Will not transfer

I am using smarter track 10.4
 
When I attempt to transfer a ticket to another group, it will not transfer.  I have tried this with the status of the ticket as active and closed.

When you transfer a ticket, a popup modal should appear with details concerning the transfer. Are you able to see this popup? If so, what happens when you click OK? Does the popup close but the ticket shows the same group/agent information?
