scheduled email reports not shown in impersonate user

In 11.0.5932, if you login as the system admin and click on Impersonate User for a site, if that user has Scheduled Email Reports, it will show up as zero in the impersonation.  If you login normally as that user, the Scheduled Email Reports appear in the settings as expected.
