Compose Mail - Font Too Small

Hello All - 
 
I'm using SmarterMail 14.x and it was reported to me that when a user composes an HTML email, the default font setting is way too small.

I've tried setting the defaults per replies in this thread..

..but nothing is "sticking."

The COMPOSE FONT size can be changed on either a user-by-user basis, or a domain-wide basis:
