I seem to have found an issue when setting up Live Chat for a department. If you select anything other than "All Users" for the "New Chats in Portal" field...then the system will open up the same Client Portal page inside a popup window. I would expect that the "Live Chat" button should not even appear if security settings deem that you are not eligible for live chatting. So if set to "Registered Users", I would expect that if you are not logged in, that you would not even see the Live Chat tab/button.
