Content filter rule not working on text email

SM version 13

I have a content filter rule:

From address - Matches: "From specific addresses": x

Subject - Contains: "Contains specific words or phrases"

Body - Contains: "127.0.0.1"

The filter doesn't work on a text email.

Any ideas?
