Problem with surveys

Hello!
 
I have SmarterTrack 7.8 installed. I have set up surveys to be sent to users when ticket is closed. It works, but when user opens link in email it sees "This survey offer is no longer available".
 
What is wrong with surveys?

I guess, survwys are normally displayed only to logged in users.
I need to allow surveys to anyone who known it's ID. Is it possible?

That shouldn't be the case. The only time I know of this happen (granted I use v11), is when they've already submitted their survey and try to access it again.

Not my case. I see no submitted surveys at all. Clients complain they cannot access it.
