Propagate settings isnt propagating settings

After changing the setting to allow password changes I have attempted to propagate that setting to all users in the domain. I am currently running SM 12.2 and no matter if I propagate as a system or domain admin the setting is not changed for any users?

I would recommend updating to the latest version of SM 12. In SM 12.5, propagation works as expected. I have successfully tested the "Allow password changes" propagation setting.

Thanks I am planning to make the jump to 13 soon and will try to propagate after the upgrade.
