Sending ETRN messages

I'd like to have SmarterMail send an ETRN message when it starts up.
This way we can process emails quickly by asking for them (after some downtime) instead of having to wait for the backup server to send the mails.

I'm not sure if this is possible in SmarterMail at the moment, if not does someone know how to automatically send telnet messages on Windows?
