Can't log in to imap to create new account on a client machine

I am using V11.7. When I try to configure an account in Outlook or Thunderbird I get a timeout when verifying the account info. I have tried existing accounts form different domains and different machines from different locations. What is baffling is that any machines I have already configured work fine to the same accounts, so I know the settings are correct. Can anyone offer any suggestions of how to troubleshoot this?
