Password Requirements not working

Not A Problem
I have requirements setup but when I add a user to an old domain SM does not enforce any requirements?

Ivan, currently SM does not check a newly created user account against password requirements.  However, the first time the newly created account user logs in, they will be prompted to change their password if it does not meet the requirements. Please provide more information if this is not the case, or if you would like to see this added to our feature request list for possible future implementation.

Is this option to enforce the password requirement on newly created user accounts available in the latest version?
