I have the same issue. I'm trying to set up complex filtering and this is a real pain.

I've marked this thread as Completed as, like Mark mentioned, this functionality is currently available. When creating a content filter at the user level, a drop down list will be shown. When creating a content filter for the entire domain, a textbox will be shown instead.
