So this only broadcasts to all ONLINE users? What if I want to send a message to everyone that has an account on our system?

Yes, broadcast messages are just for people currently online and when you're using the Who's On functionality. They are primarily used to notify people currently on your website about any impending maintenance, or possibly to entice them to a page on the site - like a product page or a specific landing page detailing a sale or some other special offer. You could also provide a specific discount code or sale offer via a broadcast message.

To send a message to all users in your system, you'd need to get their email information (e.g., copy/paste the users) and send the message via your email account or any email marketing software you have.
