Spam marked for one user is not spam for another

Here is my scenario:

We have an email sales@domain.com
This email forwards to my personal email. but leaves a copy in the inbox.
Our billing system uses POP3 from sales creates a ticket, and deletes the email to prevent duplicate tickets.

SPAM is being forwarded and a ticket created.
I move the SPAM email in my personal account to junk.

Here is what I now observe.
The email in the sales account is not marked as SPAM because it has no learning.
The forwarded email in my personal account is marked as SPAM and moved to junk because it has learned.

How do we train the system domain wide?
