Config for shared image folder?

At some point,  on an older version, there was a config setting pointing all images to a "shared" folder.. 
In the new the versions, is there some unique setting or feature that relates to shared image folders ???

For what type of sharing? There used to be the ability to use a custom folder for login images, but that's been gone for some time.
