I can’t open the public File Storage link. What is causing this?

Depending on which version you're on, there was an issue that was resolved in Build 9378 (Sep. 4). If you're on a version earlier than that, I'd recommend you upgrade.

The issue is not related to the version.
It’s because the shared folder had not been enabled.
After enabling it, the file can be downloaded from the link.
