Cannot reply to same-domain emails using outlook

This issue has kind of risen from the dead! I'm on Build 9371, but it's been happening for at least a few weeks.

Same result with GAL both on and off.

Cannot reply to a same-domain (using the actual email address --- not an alias) email from within Outlook (2016) when the original email was sent using eM Client EWS, eM Client IMAP, Webmail. When sending using an alias, the Outlook client can reply with no problem.

But when the original message is from Outlook (MAPI) client or AquaMail (android EWS), a reply is possible.

Hello Brian, we were not able to reproduce this issue with any of our MAPI clients, however, we will reach out to open a ticket so we can gather more information and come up with a solution.
