SmarterMail on Windows 2025

I'm running SmarterMail latest version on Windows 2025 since January. However, I've just noticed performance issue with SMTP take a few minutes to response to RCPT TO:

Here is an example
[2025.04.11] 04:18:57.162 [my ip][50011548] cmd: RCPT TO:<xxx@hotmail.com>
[2025.04.11] 04:20:20.912 [my ip][50011548] rsp: 250 OK <xxx@hotmail.com> Recipient ok

I tried changing DNS from local DNS to google's, but that didn't help.

Any help would be greatly appreciated.
