Alias "Include all domain users" should only include users in Global Address List

Under Consideration
The "Include all domain users" feature in Alias should only include users in the Global Address List.

Users who remove themselves from the Global Address List should be excluded from the feature above. This way, when an email is sent to that alias, only users in the GAL will receive it. 

This is important to us because our control panel creates a Primary Administrator that needs to be invisible to the customer. We remove this user from the GAL.
