For the blacklist, default blocking to ON for each protocol and feature.

Under Consideration
When I add a new blacklist entry (settings -> security) I have to hit all the sliders for each protocol. If I'm blacklisting an IP, I want to block everything. If there were the odd item I would like  to allow, then I could hit the slider to turn it off. If they were on by default, I would save many many clicks.
