Is there any way to show the other 'to' entries in the ticket email thread by default?

Currently when people email in and a ticket is created - if the ticket looks like this:


To: smartertrackemail@smarter.track, user1@test.com, user2@test.com
CC: user3@test.com
Subject: Test ticket
Test info here

When the ticket is created we can see that user3@test.com was included in the thread in the CC line, but to see user1 and user2 we either have  view the raw data of the ticket OR hit the reply all button which then includes them into the email

Is there any way by default you can move user1 + user2 to the CC line? or a setting to have them included without digging in the raw data?
