Question / Proposal - Encrypted - Self Hosted - Recipient must create an account to access email sent to recipient.

I am not sure what the subject should be for this, or how exactly to phrase it or describe it, but I think I got it as close as possible.

We work with a number of organizations, mainly medical facilities, that have this setup.
1) They send me an email.
2) I get an email stating "you have email. click here to securely access it"
3) I click it, 
4) It "appears" then it essentially take me to THEIR email server where I have to create an account on their server to read the email they sent me. 

It is referred to as "secure" email, in essence because the email main content never actually leaves their server or possession. The email that came to me is basically a notification and an invite to their system to create the account and read the email.

The only institutions we have encountered so far that use this are hospitals, medical clinics and banks. The thing is we work with a number of non profits that run medical clinics, clean and sober living, drug rehab, etc. 

I now have 2 of these organizations asking if SmarterMail can do this type of email services ?
Can it ? Or is there any plan for something like this ?
