Currently we have to go in and manually turn it on for each domain. There is no way to bulk turn it ON for all domains.

I wanted to let you know that we have added a system-level setting for the External Sender warning. You can set a warning at the system level and allow Domain Admins to override that selection, if they choose. 

On upgrade, domains that are already configured should not be impacted. Their configuration will simply be set to "Override external sender settings". You can then add a system level configuration, which will be applied to all other existing and new domains.
