Domain and User post limit

A restriction has been added for storage space. This is great. Likewise, why isn't the user e-mail sending limit restriction authorization feature added?

Some domain administrators send mass e-mails by setting a limit for sending more messages to a single user.

Can't you use throttling for this?

I define 10,000 posts per hour for a domain with 1000 users.

I define 250 items per hour for the user.

But it would be better if there was only user-based authorization.

If the domain administrator defines 100 posts per hour for each user and defines 5000 to the account to which the bulk e-mail will be sent, the risk of spam increases.
