Required Lookup Value(s) Enabled Checkbox

For the life of me, I can't find any information about the "Enabled" Checkbox next to the Required Lookup Value(s) field in the RBL configuration window. For example, do I check this when using SpamCop? Why would it leave it unchecked? Why would I check it?

Anybody have any idea? It seems like this should be something included in the manual, or at least something easy for the staff to answer.

The documentation is pretty flawed...

There is no logic involved in this at all.
