Country authentication whitelists/blacklists for users

Proposed
Having it at the domain level is awesome, but could it be extended to the user level too? IE we have 1 Company that has main offices in US, but also has offices in UK and AU, while they can whitelist all 3 countries, their CTO has requested the ability to whitelist on a per account basis as certain sales users go between all 3 countries as well as some others.
