SM 8495: Please add the option of Domain-->General-->External Senders to "DOMAIN DEFAULTS" options

Please add the options of Domain-->General-->External Senders to DOMAIN DEFAULTS options, so we can set it up as a default for every newly created domain (and maybe propagate it to already created domain if we want/need it...)

We'd love to see the option to add external domains to a "whitelist" if on the whitelist, don't show the notice for those domains.
