I checked into our help on this and it indicates separating the recipients by semicolon will allow you to deliver to multiple users, so I did some testing on this here. While SmarterStats believes it delivered to all recipients, I only see it physically attempting delivery to one of them. So, I'm going to get this written up for our development team and we'll hopefully have this fixed in the near future. In the meantime, you can create an alias that delivers to all of the recipients you're looking to send these reports to, then configure the email report to send to that alias.
