[UI] Enhancement - Move Folders Menu

The 3-line Folder menu in the bottom left of the webmail interface is easy to miss.

Idea: Move it up so it's just under system folders (Inbox, Trash, Sent) on the same line that's right above the user-created folders. Users will be able to find it and it will be more obvious how to manage their folders.

Bump. Possibly an easy change for the next release...

Instead of having the folder menu 'hidden' at the bottom left, move it to the line above the user-created folders so it's more obvious. Users will see it's connected to folders instead of having to call support for help.
