Mass Messaging or Message to all users from Admin

In SmarterMail 15.x there was a feature called "Mass Messaging" in which the server admin could send a message/email to all user accounts on the server, is this built into the current version of SmarterMail?
I would like to use this for server maintenance announcements.

Hello Seph! You can send a mass messaging email by clicking the ... menu from the Manage page (where your domains are listed) and then clicking on Send Email like this:
